If you’d read that anywhere, it would be in that area. Bethlehem, PA has a strong advocacy organization (Coalition for Appropriate Transportation) that has created a well-funded education program and guided good infrastructure solutions, among other things.

Bike lanes just to fill space. Like the medians they use here. I have a better idea: narrow the street by moving the curbs in and use parkways between the sidewalk and the curb.
